Troy Swanson, Legislative Chair for the Cook County College Teachers Union (CCCTU), joined the America's Work Force Union Podcast to discuss Illinois Senate Bill 1693, the impact of proposed federal budget cuts on community colleges and the importance of Pell Grants and TRIO programs.
Ill. Senate Bill 1693 aims to establish an elected board of trustees for the City Colleges of Chicago, aligning it with other community college districts in Illinois. Swanson explained that the current system, where the mayor appoints trustees, is a “relic of the old Chicago political machine.” Despite having 41 co-sponsors in the 59-member Illinois Senate, the bill faces challenges in moving forward, he said. Swanson emphasized a need for public support and awareness to push the legislation through, as an elected board could better serve students and the community.
Swanson continued by expressing his concern over proposed federal budget cuts that could significantly impact community colleges. He highlighted the potential threat to Pell Grants, which provide crucial financial support to low-income students. The proposed changes could reduce access for part-time students and increase the credit hours required for full-time status, making it harder for working adults and parents to qualify. Swanson stressed that these cuts could severely limit educational opportunities for those who need them most, potentially hindering economic mobility and workforce development.
Another major concern is the potential elimination of TRIO programs in the federal budget proposal. Swanson described how these programs provide essential support services for first-generation and low-income students, helping them navigate the complexities of higher education. He added that TRIO programs assist with tutoring, counseling and ACT/SAT prep, which helps establish a pathway to higher education. Cutting these programs would negatively impact students and could eliminate good, middle-class union jobs that support these vital services, Swanson said.
