Mechanical Insulators LMCT on Boston Hospitals and Energy Waste

Pete Ielmini, Executive Director of the Mechanical Insulators Labor Management Cooperative Trust, joined the America's Work Force Union Podcast for his monthly trades day update. He discussed a striking finding from the Commonwealth Beacon: Boston hospitals consume four times more energy than other buildings in the city and rank among the lowest-performing structures in the city’s push toward net zero emissions.

Ielmini said the report energized him immediately because it makes the case for mechanical insulation that goes beyond efficiency and addresses environmental impact. He discussed the Hale Building at Brigham and Women's Hospital as a model of what properly designed new construction can achieve, the need for mandatory mechanical insulation energy audits on both new and existing buildings and the continued push to advance the Federal Mechanical Insulation Act before the 119th Congress ends in December.

The 119th Congress ends in December, and Ielmini said he is using every available resource to build co-sponsor support on the Senate side. Business managers from around the country have sent constituent letters to their senators. Contractors have written in with support. The National Insulation Association and contractor associations have weighed in. Ielmini said the bill is a no-brainer and expressed frustration that more senators have not moved on it, while acknowledging that larger priorities in Washington are absorbing attention. His confidence remains high that the bill can pass before the end of the year, but he said the fourth quarter of any Congress is always compressed and unpredictable.

Boston Hospitals: A Report That Made an Immediate Impact

When the Commonwealth Beacon published its investigation into energy consumption in Boston hospitals, Ielmini said he got excited. It is not often, he noted, that a third-party report speaks directly to the mechanical insulation case without the industry having to make it. The findings were significant: Boston hospitals consume four times more energy than other buildings in the city and remain among the lowest-performing structures in the city's push toward net zero emissions.

He connected the hospital example to a broader point that people consistently miss. Discussions about environmental impact tend to focus on consumer choices, cars, lawn equipment and appliances. But according to the city of Boston's data, 70 percent of Boston's greenhouse gas emissions come from buildings. A hospital is not just an office building that happens to be larger. It is a constant-operation facility with heating and cooling running around the clock, process piping, process equipment and the kind of sustained energy demand that resembles a manufacturing plant. When a facility like that burns fuel inefficiently, it releases more emissions into the surrounding community.

Ielmini was careful to make it clear that no one is suggesting hospitals reduce their services. The argument is the opposite: all of the same services can be delivered while burning significantly less fuel and releasing significantly fewer emissions into the atmosphere. The vehicle for doing that is mechanical insulation, combined with energy audits that document exactly where mechanical systems are inefficient.

The Hale Building: What Properly Designed Construction Looks Like

The Hale Building, a 650,000-square-foot clinical tower at Brigham and Women's Hospital that opened approximately a decade ago, consumes less than half the energy compared to the older clinical building it replaced. Ielmini explained why: buildings designed today integrate energy efficiency into the structure from the start. The mechanical systems, heating and cooling, steam distribution and insulation throughout the building are engineered together rather than layered onto a structure designed for other purposes.

He used an analogy from his background as a car enthusiast. When the EPA first mandated emissions controls in 1974, manufacturers bolted pollution devices onto existing muscle car engines. The result was reduced horsepower and worse efficiency. Today's car engines produce far more power with far fewer emissions because the emissions constraints were incorporated into the design process rather than added after the fact. The same principle applies to buildings. The Hale Building achieves its efficiency because it was designed as a system, not because insulation was applied to a structure built without it in mind.

Insulators Local 6 in Boston has members working in every hospital in the city. Business manager Jeff Saliba has been driving awareness since the Commonwealth Beacon report was published. Ielmini said the Boston market is beginning to understand the value of mechanical insulation, and that is creating additional work opportunities for Local 6 members.

The Audit Problem: New Buildings Are Not Exempt

Ielmini made a point that he said is frequently misunderstood: mechanical insulation energy audits are not only for old buildings. New construction is also at risk. Building codes require mechanical insulation to be installed on piping and ductwork, but there is no mandatory inspection process to verify that it was actually installed. Plumbing passes an inspection before insulation can be applied. Ductwork passes a leak test before insulation can go on. But the insulation itself has no inspection mechanism.

The result is that cost-cutting decisions made during construction, like skipping insulation on a particular pipe or ductwork because someone decided it was not necessary, can go entirely undetected. A building can open, earn certifications and be occupied for years while losing energy through uninsulated systems that were never inspected. Ielmini said the Federal Mechanical Insulation Act addresses this by requiring regular audits of all federal buildings, thereby creating accountability and a model for the broader market to follow.

He closed with a call to facility managers, accountants reviewing energy bills, building executives and anyone responsible for the operation of a large structure. The problem with inefficient mechanical insulation, unlike a leaking pipe or a flickering light, is invisible. No one notices it. They simply adjust the thermostat until the room reaches the desired temperature and pay whatever energy bill arrives. Making that invisible problem visible through a professional energy audit is the first step toward addressing it.
