Samuel specifically spoke about the American Rescue Plan, the Infrastructure Investment and Jobs Act, the Creating Helpful Incentives to Produce Semiconductors (CHIPS) for America Act and the Inflation Reduction Act. Samuel called the legislative victories impressive, considering that Congress is nearly deadlocked. He estimated the four pieces of legislation add up to roughly $4 trillion in new spending on job creation, which he believes is crucial to middle and working class families. He also explained why the Inflation Reduction Act lacked new funding for the National Labor Relations Board (NLRB).
