On today’s episode of the America’s Work Force Union Podcast, Paul Nolley, Executive Director of Project First Rate, joined the show to shine a light on his organization’s approach to promoting union construction in Rockford, Ill. and surrounding counties. Project First Rate is a partnership between union contractors and tradespeople, focusing on quality craftsmanship, apprenticeship opportunities and community impact.
Nolley began by focusing on changing attitudes among young people and educators toward trade careers. He explained that there has been a noticeable shift over the past few years, with an increasing number of students and parents showing interest in alternatives to traditional college education. Schools are now eager to learn about career paths in the trades, prompting Project First Rate to create interactive presentations and career expos that introduce students to the realities and benefits of union construction work.
Next, Nolley highlighted the technological evolution within apprenticeship and training programs. He described how trade unions and contractors utilize cutting-edge tools, such as virtual reality, 3D imaging and simulators, to attract digitally savvy students and provide modern, effective training. Nolley said the technology exposure not only engages younger generations but also ensures that today’s tradespeople are equipped to meet the demands of a rapidly changing industry.
Finally, Nolley discussed workforce diversity and inclusion through pre-apprenticeship initiatives. He outlined how Project First Rate collaborates with community colleges and organizations like Goodwill to implement programs that help underrepresented populations—such as women, people of color and low-income students—overcome barriers to entry into the skilled trades. With focused recruitment, mentorship and union-backed curricula, Nolley said these efforts are showing promising results in broadening access and building a more representative construction workforce.
